Expert survey

Transparency and its enforcement

Regulatory and expert input to the Internet Transparency Code of Practice (ITCoP). Ten questions, about ten minutes. Answer only what is within your expertise. Please respond by Friday 6 November 2026.

Why this survey

TCIEG supports the development of the Internet Transparency Code of Practice (ITCoP), a transparency by default code that organisations can adopt and regulators can inspect. Before its requirements are drafted, this survey asks two things of regulators and experts. First, what a person and a supervisory authority need to be able to establish before anyone is identified, and whether current standards provide it. Second, whether transparency requirements will be enforced, and by whom, when Convention 108+ enters into force, including where a service is designed so that notice and the exercise of rights are impracticable. Convention 108+ has received 34 of the 38 ratifications required for its entry into force. The survey asks about requirements, not about any particular organisation or draft. The survey is TCIEG's own, and independent of any standards body. Read why we are asking.

Key contact: Michele Drgon, TCIEG, info@tcieg.org. Mark Lizar of TCIEG is an originating author of the Kantara Consent Receipt specification, on which today's consent record standards build. The consent receipt was designed to give the person evidence of notice and consent, not only the controller. The survey closes with an optional request for a short interview.
